PROPOSAL FOR THE DEMOCRATIC TRANSFORMATION OF THE OAXACA CORPORATION FOR RADIO AND TELEVISION
In the National Meeting on Communication and Society the following proposal was made, which was fleshed out by a work group of the Table for Media for Communication at the Service of the Peoples from the Citizen Initiative for Dialogue for Peace, Democracy and Justice in Oaxaca.. It was encouraged by the Oaxaca Chapter of the Mexican Association for the Right to Information.
We do not want to return to the normality practiced, before August 21, by the Corporación Oaxaqueña de Radio y Televisión. We do not want the Government of the State to continue using this system of communication in a patrimonial way nor that it be saturated with official propaganda. We do not agree that it continue exercising censorship nor partiality. We are no longer willing to continue to accept programs of bad quality whose only function is to fill the broadcast hours.
We want people who are trained and have experience leading this institution.
A new citizen perception of the means of communication exists in Oaxaca. There are new demands and an invaluable social experience. We are conscience of their importance and we know that the media can be useful tools for a better life.
The radio and television that we want
Ø The public means of communication will have as their central proposal serving the peoples.
Ø They will be democratic and participative.
Ø They will contribute to the building of citizenship.
Ø They will constitute a space for communication and dialogue between diverse social actors and the different cultural communities. They will be far distant any form of discrimination and racism.
Ø They will be pluralistic and constantly consider the cultural diversity which exists in the state.
Ø They will include in their individual spaces and programs the indigenous Oaxaca languages.
Ø They will promote harmonious co-existence.
Ø They will promote creativity and experimentation.
Ø They will inform truthfully and award the voice and the right to replicate to all the social sectors.
Ø Respect for freedom of expression will prevail.
Ø With a base in planned actions, they will form critical audiences.
The radio and television stations of CORTV will address themes of a cultural and educational character, having as a referent the Oaxaca to which we aspire.
Ø The programming of contents will consider the distinct audiences possible: indigenous and non indigenous, children, youth, men, women, seniors, teachers, parents of families, civil associations, unions, producers, families, businesses religious communities, persons with disabilities, professionals, intellectuals and academics, persons with different sexual preferences, among others.
Ø They will take on adequately and opportunely matters such as the following: citizen participation; ways of life and government of the peoples of Oaxaca; the significance of the good life; gender equity; Oaxaca, as a sustainable city; the environment (water, soil, woods and jungles); education and new education proposals; emigration; sex education and reproductive rights; indigenous rights; health (alternative therapies, holistic medicine, traditional medicine); the artistic and cultural aspects of Oaxaca and other parts of México and the world (fiestas, artisanship, gastronomy, dance, literature, painting, sculpture, music, theater, architecture, film, etc.); the cultural centers and their heritages; the cultural, historic and natural patrimony; the countryside (production, supply, self-consumption, aid, alternative organics agrarian conflict); corn; The subjects to investigate are as vast as life itself; and that will be discussed, so that we feel represented and identified with these media for communication. Thus they may take on the themes linked to our lives or they may be directed to us in a respectful and intelligent manner, giving us new and useful information for best understanding the world in which we live. The idea that the contents might favor the recuperation and maintenance of social memory deserves particular attention.
Ø It is of basic importance to not forget good humor, pleasure, entertainment, the significant, the affecting and seductive in the design and production of the programs.
Ø The cultural and educational definitions, attention to distinct listeners, and the elaboration and selection of contents merit a great work of imagination in order to be presented in an organized manner in daily programming.
Ø In regard to structure and organization
Ø A Citizen Council will be formed with ten representatives from all the sectors according to the design of the citizen initiative: Indian peoples, civil organizations, teachers, church, business people, rural and city workers, artisans, commercial people, artists, academics) The council will have the following functions:
o Approve or some cases modify programming, taking an active role in defining the content and orientation
o Propose candidates to occupy the position of Director
o Oversee the functioning of the system, in particular for the space for points of view and requirements for reaching all sectors.
o Oversee the budget (the portion from the government and that sought by their own council)
Ø Proposals and works of independent Oaxaca producers will be incorporated with the possibility that some of their productions will be acquired by CORTV.
Ø Mechanisms for relating to schools of communications, reporting, painting, sculpture, music, performance and popular art will be created with the objective of enriching the visual and auditory efforts of CORTV.
Ø The Corporación Oaxaqueña de Radio y Televisión will present its work to other community venues (movie and video festivals, cultural and community radio and television, centers for video production, groups who do multi-media work, university, community, independent and alternative publications with the idea of not reproducing routine schemes of radio and television production.
Ø Citizen participation will be promoted to overcome the idea of passive listeners and viewers.
Ø Different groups of civil society and of the Oaxaca peoples will be invited, to design distinct programming spaces.
Ø A permanent training program will be established with the goal that productions will be of the highest quality possible.
Ø A system of evaluation will be established and audience quality polls carried out.
It is thought possible to carryout these proposals. The juridical structure of the Corporación Oaxaqueña de Radio y Televisión is based on two civil associations, which have failed in their functions for the past eight years. What is required is to consolidate these associations and bring their arrangement up to date.
